Without structured parking control, the site faced a range of operational and behavioural risks common to city-centre environments.
The impacts included, or could have included:
- Parking spaces being occupied early in the day by unauthorised vehicles
- Staff and students arriving to find no parking available
- Increased frustration and dissatisfaction impacting daily campus experience
- Elevated risk of antisocial behaviour associated with uncontrolled parking areas
- Safety concerns for users due to unknown vehicles and inconsistent site use
Managing these risks was essential to maintaining a safe, functional campus environment.
The Solution
A Codex ticketless parking management system was implemented to deliver controlled access and transparent use of the facility. Operating across four vehicle lanes and supported by a central paystation, the system enables parking to be actively managed without physical tickets or manual enforcement.
The solution allows clear rules around access and duration of stay, providing flexibility for university operations while discouraging unauthorised or long-term misuse.
The Outcome
The Codex system has transformed parking operations at Charles Darwin University’s city campus, delivering clear control over who can access the facility and how it is used. Unauthorised parking has been reduced, availability for staff and students has improved, and the car park now operates as an intentional part of the campus rather than an unmanaged public space.
Staff and students benefit from a more predictable, safer parking experience, while the university benefits from reduced congestion, improved behaviour management, and stronger control over a valuable city-centre asset.
