The John Gorton Carpark is a newly delivered public parking facility designed to support workforce and visitor demand within Canberra’s Parliamentary Triangle precinct. Delivered by the National Capital Authority and constructed by Barpa Constructions, the project required a reliable car counting and parking guidance system to manage vehicle movements, provide visibility of available parking, and support efficient use of the facility without the need for complex infrastructure.

Project Details

The Challenge

As more public servants and visitors moved into the Parliamentary Triangle precinct, demand for parking increased significantly. While the new multi-deck carpark provided additional capacity, it was critical that drivers could quickly determine whether spaces were available before entering and moving through the facility.

Without clear guidance, there was a risk that drivers would be required to circulate entire levels only to find no available parking, creating congestion, frustration, and inefficient use of the new infrastructure. The challenge was to provide accurate, real-time visibility of parking availability across the carpark from the moment drivers arrived on site.

The Impacts

Without effective parking guidance in place, the new facility risked creating inefficiencies that would affect not only drivers, but also the surrounding precinct and government operations.

The key impacts identified included:

  • Driver frustration, with staff and visitors circulating entire levels only to find no available spaces
  • Increased congestion within the carpark, reducing safety and slowing overall vehicle movement
  • Delayed arrivals for public servants, impacting productivity and shift start times
  • Negative public experience, particularly for first-time or infrequent visitors to the precinct
  • Reputational and operational risk for government, with new infrastructure failing to meet user expectations

By addressing these impacts early, the project ensured the new carpark would operate efficiently and support the growing demands of the Parliamentary Triangle precinct.

 

The Solution

To address the need for accurate parking visibility without adding complex infrastructure, the Baypod parking guidance system was implemented across the facility. The system uses wireless, battery-powered sensors to monitor vehicle movements and occupancy, eliminating the need for extensive cabling or intrusive civil works.

Real-time parking data is displayed via digital signage, providing clear guidance to drivers on space availability before and during circulation through the carpark. The system is supported by online dashboards, giving operators and asset managers live insight into usage, performance, and demand patterns.

This approach delivers reliable parking guidance while remaining flexible, scalable, and well suited to a sensitive government precinct.

With the Baypod system in place, the John Gorton Carpark now operates as an efficient and user-friendly parking facility that supports growing demand within the Parliamentary Triangle precinct. Drivers are provided with clear, real-time visibility of parking availability, allowing them to make informed decisions and avoid unnecessary circulation through full levels.
