The Impacts
Without an effective parking control system in place, council identified several risks that could have quickly impacted the operation of the Aquatic Centre and the surrounding CBD environment.
The key impacts council sought to avoid included:
- Parking being absorbed by CBD commuters and long-stay users, limiting availability for aquatic centre patrons
- Reduced access for families and casual visitors, particularly during peak and event periods
- Congestion at entry and exit points, creating delays and frustration for users
- Operational and reputational risk for council, with parking complaints detracting from the public experience
- Safety and compliance concerns, given the site’s location within a high-voltage easement adjacent to the Sydney Trains corridor
By identifying these risks early, council was able to ensure parking remained a managed support function rather than an unmanaged pressure point within the CBD.
The Solution
To address the site constraints and maintain effective parking control, a barrierless, ticketless Codex system was implemented. Due to the location within a high-voltage easement, traditional boom gates and powered barriers were not suitable, requiring a solution that could operate without physical barriers or in-ground power infrastructure.
The Codex system provides controlled access and parking management through ticketless operation, enabling enforcement, turnover, and reporting without the need for barriers. This approach allows council to maintain oversight of parking use while ensuring compliance with safety and infrastructure constraints adjacent to the Sydney Trains corridor.
The Outcome
The barrierless, ticketless Codex system enables Parramatta Aquatic Centre to operate a controlled and compliant parking environment within a highly constrained CBD location. Parking availability is protected for legitimate facility users, preventing long-stay CBD parking from impacting access to the centre.
By removing physical barriers, the solution maintains safe operation within the high-voltage easement while still delivering effective parking oversight and turnover management. The result is a simple, intuitive parking experience for visitors and a reliable, low-maintenance solution for council, ensuring the carpark functions as a supporting asset rather than a point of congestion or complaint within the Parramatta CBD.
